bluetooth soundbar (Samsung) triggering iphone volume reduction (thinks it is headphone)

Device is unable to differentiate that the samsung soundbar is a bluetooth speaker, and thinks it is headphones, thereby triggering the audio volume reduction (i cannot disable this feature in canada); very annoying; have been on call with support and they have no solution - there should be a way to tell the phone what is headphones vs. speakers

All i know so far is it is a regulatory requirement - so we cannot shut off the feature, it's supposed to happen when we have headphones on if you are in a covered area (Canada, Europe, etc) however this shouldn't be happening wiht bluetooth speakers obviously.. they need to do something that let's us set our bluetooth connections to headphones or speakers..
