How can I fix this? Someone purchased a game for $14.99 using my debit card. I did not purchase this. How is this possible through Apple?

Being Taken Over, Modify your Credentials:
Contact your Financial Institution (bank):
See what your bank can do about this. If need be, cancel out this card, requesting a new one. Once you get the new card, shred this old one.

It happens all the time with any store. Crooks have machines that spew out card numbers > they try it > and, sometimes, the combination fo numbers matches a real one. They use it as long as they can get away with it.
You can fix it by immediately reporting the fraud to your bank and asking for a replacement card.
Using a debit card online allows you no recourse; the money is taken out immediately - I only use credit cards online. You can try to contact Apple for a refund, but they are not obligated in a debit card transaction.

FWIW, it is not identity theft - it is theft/unauthorized use of your card.
