We'd like to help answer both questions, but as they both deal with the contacts on your iPhone, let's focus on that by ruling out some possible causes:
- You mentioned that the same contacts aren't showing on your iPad. As it sounds like you have iCloud Contacts enabled in both devices, it'll be a good idea to check if this is true, along with making sure you're signed into the same Apple ID on both devices. You can check both devices within Settings > Your Name > iCloud > Contacts.
- Another thing to check would be if the contacts showing on the iCloud website are the same ones showing in your iPhone and iPad. We recommend checking the iCloud website from a computer using this link: iCloud
- If you check in your iPhone within Settings > Contacts > Accounts, if you see any accounts syncing with Contacts other than iCloud, you'll want to check the account provider's website to see if there are any missing contacts. If there are missing ones from that account, you'll need to troubleshoot this with that account provider's support.
