I get the PHPhotosErrorDomainError1000 when I check the back drive to see if the backup worked. the Photos library on my Mac works perfectly

Hi - What type of backup are you making? Time machine? Of just copying the library.
If time machine - then you can't run a photos library from the time machine drive. You will need to restore it back from Time Machine first.
If you are just copying the library to an external volume, then it needs to be correctly prepared:
It must be formatted APFS or MacOS extended (journaled) (preferred for spinning drives), and not be (or have been) used for time machine. It must have the 'ignore ownership" checkbox ticked. It should not be on a memory stick, SD or similar. It stands to reason that if you want any sort of reasonable performance it should be a fast drive with a fast connection.
It must also not be a network drive (a direct connection is required - eg USB or Thunderbolt)
