Working on my mom's phone - it's an iphone 7 plus (ios 14.3). When I try to "share my location" on her phone with me/my phone, it says "Share My Location Disabled - Enable Share My Location in Settings > Apple ID > Find My to use this feature". I go to that place in settings and see that it is already enabled. I tried disabling and re-enabling. No luck.
Any suggestions?

My wife was having same issue, she figured it out.
In addition all the other settings people have said there’s another deeply nested setting under “Location Services”, called ”System Services”, with an switch called “Share My Location”.
Settings/Privacy/Location Services/System Services/Share My Location
Note: not to be confused with: Location Services/Share My Location
Scroll Down to “System Services”
Now find the “Share My Location” under the “System Services” sub menu and make sure it is enabled (green)

When you check Settings > Apple ID > Find My > My Location, does it indicate it’s using your mom’s iPhone to provide her location?
By the way, I just did a factory reset (because of an unrelated issue - phone ringer) and made sure settings were correct and I still have the exact same problem with location services. Thanks for your help.
Michael - thank you SO MUCH. This is exactly the right answer. Coincidentally, a couple of days ago, I had to have something fixed at a cellphone store and the guy there figured out exactly the same thing. In any case, this is super helpful and hopefully will help someone else in the future too.
I'm not sure what you mean. When I go on my mom's phone and try to have her phone share its location with me (or anybody for that matter), that phone (hers) gives me the message about share my location being disabled.

I’m talking about the contents of the “My Location” row here.
Take a look in Settings / Privacy / Location Services.
Of course if your mom's phone is a work device or controlled by a business MDM service this could be disabled by a policy you can't see or change.
You don’t share an Apple ID with your mom, do you? If so, stop doing that immediately.

Are you and your mom in a Family Sharing arrangement? You haven’t specified that. If not, be sure that’s set up.
Not sure exactly what you mean by "family sharing". We don't use the same phone service provider. Of course, she has "shared" her location with me, but my phone doesn't find her location.
It's not a work phone. Yes, "Settings/Privacy/Location Services" is where you enable location services. They are enabled.
You have to use email address and not cell phone numbers.
