ipad mini 3 no shift key

I have an iPad Mini 3, iOS 12.4.9. It does not have a shift key on the 123 keyboard even though there are two keys that have characters that require a shift key to type. (!/,) and (?/.) These keys (the exclamation mark and question mark) can ONLY be used from the ABC keyboard using the shift key. This has been consistent through all the updates. Just wondering if anyone else has this issue and if there is a workaround? Thanks

Thanks. There is no up arrow key on that keyboard. In the Shift key location on the 123 keyboard, there are "#+=" keys, one on each side. Fortunately, I have found another forum that said just use the "#+=" key as a shift key and it works. But who knew???
