how to get a refund if there is nothing in the purchase history?

itunes.com debited money from my card ($ 4.99). At the same time, there is nothing in the subscriptions and in the purchase history too. Perhaps someone linked my card, as before that there was an attempt to write off $ 30 many times, but there were not enough funds on the card. How can I get my funds back?
