Final Cut Pro X Says Library Is Already In Use

I'm getting a notification that I cannot open a fcpx library because it says the library is "already in use" but lists my own device as the device that's using it. Why is this happening? How do I fix it?

Make sure FCP has Full Disk Access in Privacy System Preferences.

Where is the library stored exactly? What’s the drive? How is it formatted? What are read/write permissions for the drive and its contents

Hi Tom,

Thanks for getting back to me. Gave FCP Full Disk Access, but that isn't the issue. The library is stored on my Lacie external hard drive. I'm simultaneously having an issue with my computer telling me that I cannot make changes/save to the Lacie at the moment (this issue is new- started last night). I've attached a screenshot of the message I've been getting.

Why do you think my computer isn't being able to save to the Lacie anymore?
