Apple Cash with family sharing not working on accounts already open for underage kids

My 16 year old brother has Apple Cash and was never able to use it underage, when I tried to set him up under the new family sharing it says I can’t set him up because he already has it enabled but wont let him use it on his end since he’s “underage” still... I don’t know how to fix it so he can use it

iPhone 11 Pro Max, iOS 14

To set up Apple Cash Family you must first close any accounts that children already had. Make sure that the balance is zero then go here - Manage your Apple Cash account - Apple Support next, go here - Set up and use Apple Cash Family. (Additional support links View and limit your child or teen's Apple Cash activity, Leave Apple Cash Family, Apple Cash and person to person payments limits)
