Your question is not clear. Are you asking about how to share an iCloud storage plan with family members?

Apple's support document Share an iCloud storage plan with your family describes how it works.

Storage is not allocated. Members of the group are free to use as little or as much storage as they wish. It's the role of the organiser monitor the space available and if necessary buy more.
