I am still not able to turn off the silence calls feature when screen is locked.
if they are not in my contacts, I miss the call.
there are only two options available on this feature.
Always Silence Calls
or
Silence Calls when phone is locked.
My phone is always locked when I’m not on it.
so, what if I don’t want to silence any calls?

Those two options are only in effect when Do Not Disturb is on. If Do Not Disturb is not on, it doesn't matter whether Always or Only when locked is selected.
