Every time I download something on the internet it says it is damaged and should be in the trash, and it even says that about files that I send from my phone as well. I have my secuity settings to allow downloads from anywhere, I restarted my laptop but nothing is working. What should I do now?

Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode? Could take 10 minutes.
Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.
