TV with native Apple TV - Connect to Homepods, Dolby Atmos?

If I buy a tele with Apple TV built in, can I set it up to use Homepod(s) as TV speakers with all the features of the Apple TV 4K box (Atmos etc.). Also does the Home App appear with on screen view of security cameras etc.
