What do the swirling red, blue and green circles mean at the bottom of my phone? I am trying to turn it off, but it doesn't respond. I am able to move between screens, but nothing else.

Please try force restarting. Press and quickly release the volume up button, press and quickly release the volume down button, then press and hold the side button. When the Apple logo appears, release the button.
Does that help get your iPhone responding again? If not, please follow section "If your device turns on but gets stuck during start up" here: If your iPhone, iPad, or iPod touch won't turn on or is frozen
