I have a MacBook Air 2017 13" running MacOS Catalina. I cannot upgrade to Big Sur because I don't have enough storage. I have used all recommended ways to delete unused items to free up storage and still don't have enough. Where do I go from here?

Big Sur requires 35 GB of uninterrupted space.
This may be tricky on a computer with only 128 GB.
Both Photo and music libraries should be stored on two separate external storage devices before attempting just to migrate the user and settings if that's all you have. Otherwise you just won't have enough space for the migration if those are still on the machine.
I have moved photo library and every other file I can to iCloud. I have deleted any file I haven't used in 6 months. I have completed "Optimize Storage" and "Empty Trash Automatically" and used "Reduce Clutter" to identify those other files I haven't used lately. I have emptied Trash. Anything else I can do?
So, to be clear, you are recommending purchase of 2 external hard drives and then move photo library to those - both of them? I have no music.
