unable to make or receive calls

Ever since I update to ios 14.3 I am unable to make or receive phone calls. They always come up as "call failed." I've tried soft and hard reboot, toggling airplane mode, resetting network, resetting all settings, and taking the SIM card out. I am able to make and receive calls from my Apple watch. Any suggestions would be appreciated.
