If you have a iphone and macbook can you only put screen time on the macbook?

It sounds like you want to know if you can use ScreenTime only on your Mac.

The relevant article Use Screen Time on your Mac is a great article for this question. ScreenTime is only on for the device that you have set it up on in Settings/System Preferences. If you were using it on your iPhone, you would have to turn it on in Settings for your iPhone, Use Screen Time on your iPhone, iPad, or iPod touch and then if you wanted the information to cross devices select “Share across devices” on your Mac. If you don't select this option or do not turn it on for your iPhone, it will only be on for your Mac.

One can but Screen Time on the iPhone >> Setting and look for Screen Time then Enable it. If both devices are using the same Apple ID and Screen Time Is enabled on both devices it will appear on both.
