NO outgoing dial tone

Did you call your carrier and ask them if there is an issue with the service? What iOS version are you using?
There is no dial tone on a cell phone. If you are calling someone and do not here their device ring then they may have it set up that way.

Does the call go through? I know when I call people with certain carriers it won't ring.
