Very disappointed with camera quality. Can the quality be adjusted?

No.

The base priced model iPads have a low quality 1.2mp front facing FaceTime video camera ONLY suited for FaceTime video calls.

While the back camera is a respectable 8mp camera, with NO LED flash, you need plenty of light getting into that rear camera lens to get good images.

The rear 8mp camera lens, by itself, will NOT give good images in low light conditions.

It is what it is.

This is Apple's budget iPad model.
