Verify that the bill is legitimate by going here: If you see 'apple.com/bill' or an unfamiliar charge on your statement - Apple Support

If it is an illegitimate bill / email / fraud, read about it here: Identify legitimate emails from the App Store or iTunes Store - Apple Support
