Syncing My itunes Library with icloud

Hi, I have Apple Music but not apple match.

I have some very obscure CDs, which I have uploaded to my mac. In the past, I recall that they automatiucally were available on my other devices. But when I've recently tried toadd some new tracks, they don't populate on my phone. What am I doing wrong? Sync is on...

iMac 21.5″, OS X 10.11

You can also try File > Library > Update iCloud Music Library.
