Dual SIM on XR
Hi, I am using primary line for phone calls and secondary (eSIM) froma different network provider only for Data. Can I block all incoming calls on the eSIM, but leave it on for the primary number?

Blocking phone numbers is universal and will be applied to both lines therefore you should not do that. Are you able to use Call Forwarding on the eSIM line? If YES then you can forward those calls, from your eSIM, to your physical SIM number. This will not affect the Messages that are sent to the eSIM line.
I am not sure if the above resolves the issue because you will get the phone calls on the physical SIM line. If you are looking to completely block incoming calls to your eSIM line then perhaps you can contact that carrier and see whether they can accomplish that at their end.
