If you are still having issues, you may have restrictions enabled. This article should help: Use parental controls on your child's iPhone, iPad, and iPod touch

Specifically the section titled "Prevent iTunes & App Store purchases."

If you are still not able to delete apps, can you provide a few more details? When did you first notice this issue? Which device and iOS version are you currently using? Also, are you experiencing this with all of your apps or only some of your apps?

Turn off Screen Time, delete the app and then turn Screen Time back on.
