My Chase bank app notified me I’ll need iOS 13 or greater but my iPad has only automatically updated to 12.5. How do I get to version 13?

You get a newer unit. One running 12.5 or 12.5.1 isn't capable of 13 or above; for an iPad Air, it's a first generation model.

Use a Web browser, instead of the app, to access your bank’s Website.
Try a different, third party Web browser, from the iOS App Store, other than iOS Safari to access your bank’s Website.
Sometimes, using another third party iOS Web browser solves this issue.
