New iphone

I have got a new iPhone and I transferred all data to the new iPhone. I cannot figure out why I can’t make calls or send text messages without WiFi (iPhone 12 5G). Can someone help me figure out what I’m forgetting to do. I tried switching SIM cards and that didn’t work. I’ve tried resetting network settings. I don’t know what I’m missing
