when trying to import photos to Final Cut Pro I get this message: The selected files were not imported because one or more required 3rd-party plug-ins are not installed.

What iPhone? What are the specs of the photos? Which OS are you using? Which version of FCP? Are you using iCloud Photo Library?
I think the problem is it will not let me access the my pictures folder to browse for the videos I want. but if I drag the videos out of the library it lets me import them. I guess this is because of certain videos or pictures in the library itself that are not compatible with final cut. this is my first Mac and its a little different from what I'm used to.
Can't guess. What are the complete photo specs exactly? Where did the photos come from? Where are you importing them from? How are you importing them?
just pictures from my Iphone. I'm importing them from my photo library.
