Remove a device
We no longer have the IPhone 8. The SIM card from the 8 was put into the XR. We no longer have the 8 in our possession, how do I remove it from my device list?

The SIM card has no relation to the device list. You should came completely sign out of your Apple ID form iCloud while you still had the iPhone with you.
