I have another device that is on my Apple ID/phone service account and I am trying to figure out how I can figure out how to get this device off of my phone

On your web browser, go to www.icloud.com > Sing in > See device list > Remove any device you don't want.
Yes I have already done this multiple times I’ve even changed my Apple ID I’ve changed everything and they are still on there I cannot see them because somehow they have made themselves the authorized user of my account I can’t see any other devices because they’ve hacked my phone
So you've either jailbroken your phone, or you handed it to them for them to be able to hack you? That is the only way an iPhone can be "hacked." And if you jailbroke your iPhone or gave it to them to use, there is nothing anyone here on this forum can honestly do to help you.
