Dynamic Plugin Loading with Stacks
Is there a way to turn off plugin loading when you click on a track stack? It's really annoying to suddenly have to wait a full minute to keep working

I guess you are referring to loading Track Stacks from the Library Browser.
In that case, there is a way and it is called "Enabled Patch Merging"
In the lower-left corner of the Library Browser, click on the Gear Button and select "Enable Patch Merging" from the menu.
Now the Browser shows a new section at the bottom with four buttons. Click on any of those buttons to disable that component when loading the Patch. In your case, disable Audio Effects.
