Can I put High Sierra over Mojave - install GarageBand and then install a new copy of Mojave?

I have an iMac (Mojave) which I want to put GarageBand. I have already downloaded it to my Mini (ver. 10.3.5). Can I download another copy of 10.3.5?

Version 10.4.3 (current version) will not run without Big Sur and the iMac can't get there (1 yr too old).

Can I downgrade the OS to High Sierra? Then raise it back to Mojave after installing GarageBand?
