how can i download my last year's photos from icloud to my Windows pc?

I used to be able to import my iphone photos to my Windows 10 computer using a usb cable and the Windows photos app now I believe my iphone photos are all stored in the icloud. That's fine for security but it means my historic photos are in one cloud (and also on a backup hard drive) but my recent photos are only in another cloud (Apple's icloud). I would like to be able to keep them all in one place. Can I download my last 12 months photos to my computer so I can have them all in one place without removing them from icloud?

Thank you. The three articles referred to were very helpful especially when I realised I had to turn on uploads from my OneDrive on my computer. I’m not sure what my storage costs are going to be in the long term but at least it is moving me in the right direction. I am looking forward to being able to see all my photos from one place. Many thanks.
