Download All of iCloud:

Rather than pay money, save a few and download it directly. Use my user tip: Getting a Quick and Direct "iCloud Drive-to-External Hard Drive" Download - User Tip

Enable iCloud for Windows. Download iCloud for Windows - Apple Support

Simply downloading the files will result in the current date being used. iCloud for Windows should retain the file date.
