Why do I have to enter credit card info/billing info for free apps?

I’ve been trying to download free apps from the App Store but it keeps asking to sign in and enter billing info/payment info and it says my card gets declined as I enter it when I’m trying to download FREE apps. Why does it do this? How can I fix it?

When I try to download an app it just keeps bringing me to a billing section whenever i try to download an app it just keeps bringing me to a billing section, even if it’s free. i put in my information and anything it asks for but keeps telling me it’s declined. when it declines, even though i have enough money in my account, i try to remove the card but it won’t let me delete the card to try and start over. Apple ID payment information - If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store.

Possible fixes. Fix ‘Your Payment Method Was Declined’ Error In App Store

Payment method declined in iTunes or the App Store

App transactions are treated as purchases even though its a purchase for zero dollars a card needs to be on file.
