Should I charge new MacBook Pro M1 For the first time out of the box or if it’s at 100% should I drain the battery ?,and how often should I charged after this to make the battery last for a long time?.

Not advised to ever drain the battery to "0" %
I would plug it in— use it or not, go ahead and stay on the mains until 100% before you unplug it.
After that use it as you see fit. If you need portability use the battery, if you are near the mains leave it plugged in.
