iCloud Encryption in 2021

Do iCloud servers encrypt backups from devices or does the device (iPhone,iPad, etc) encrypt my data before uploading to iCloud?

Backups are end to end encrypted. So encrypted during transmission, and stored encrypted in iCloud.
