When I download an app like PayPal or Uber that requires you to enter your phone number in order to get a verification code, I never get sent one.
However, if there is a call or email option I do get a call/email with the code and it works.
I don't feel like it is a carrier problem either because my mom, dad, and sister, have never had this problem.
Any help to help would be much appreciated.

Most normal texts come in via normal SMS methods, either within the cellular network or your carrier.
However texts like this are generated and sent through various computer to SMS gateways that for some reason may not be configured properly for your account.
I can't state whether it's still accurate, but this article lists various email to SMS gateways by carrier, and you might want to try sending yourself an email to text message to see if it comes through:

I receive and can send normal texts just fine I just never receive texts from uber/paypal and that when I am trying to set up an account with them. I will enter my phone number in attempts to set up an account but never receive the code.
I don't know if this photo helps but this is what happens. I will enter my phone number but never receive the text to confirm, so I can't set up an account.
Text verification is doomed to fraud and impersonation.
Are your parents and friends sending you text messages?
It still sounds like an SMS issue with your cellular carrier.
