Why cant I transfer my Apple Gift Card balance into a Apple Pay account?

Today I bought a $375 Apple gift card to add funds to my Apple Pay account. Apparently, I cannot use the money on the gift card for the original intent. It makes no sense that my money cannot be used as cash through Apple Pay. Is there a way that I can get my money back or actually transfer it into my Apple Pay account?
