Owner password

Why is my iPad requiring owner password for downloaded PDF files. How can I remove it and edit my files.

Were you sent this PDF file by someone else? Did the sender password protect the file?

Hello, I am having the same issue. The document I am having issues with is actually a bank statement downloaded from my bank app and saved in my files on my IPAD. When I go to mark it up and save, it asks for an owner password. I have no idea what this password is. And there was no indication it would be password protected when I downloaded it. So is there a way to remove the password protection? Or are there other apps I can use to annotate the PDF?
