How do I lock a screen in portrait orientation?

Every so often, the Mac Mini I use to drive a lobby display reverts from a portrait orientation to landscape. I'm running Catalina. The mini is connected to a device that drives one local monitor and also sends a signal to the lobby over CAT6 before converting it back to HDMI to go into the TV.

Is there a way within the Mac OS to make the selection of 90-degree rotation persistent/default?

Any indicators as to when the lobby display, reverts back to landscape mode?

(update, startup, restart, lost connection, powering down the display)

Try resetting the NVRAM, then resetting it to portrait mode.

While it almost does it on restart, it can just randomly do it for no reason at all without restarting. It's always running Safari with a webpage the occasionally refreshes, but no one is touching it.
