Cannot update Iphone software, I get error code 4000. I tried the suggested remedies but no luck.

Started out: I have no 'App' Icon to download an app I wanted. I thought I should try to update my phone software maybe it could solve the issue and get the icon back.

I Cannot update my software. I get error code 4000. I have re-booted, both phone and PC and tried multiple times, but still get the same error code 4000.

I saw several people have had this issue but found no working solution in the community conversations.
