Why Can't I delete an App??

I am trying to delete an App from my App Library and was told to hold down the icon and then when the "X" pops up to delete it. However, when I do that no "X" pops up to delete. Only option is to share.

I have always had no problem deleting apps until recently this started. When I hold down on any of the apps they all start to jiggle however the "X" is no longer in the corner to delete.
