FWIW, what may work for you is creating a VM of El Captain in VMWare Fusion or Parallels Desktop. Safari 11.1.2 can emulate Internet Explorer from IE7 - IE11.
You are attempting to use a very old version of Internet Explorer. It will not work.
Internet Explorer is nearly dead on PC's, too.
