The above is incorrect.
iTunes is still available in older versions of macOS and Windows.
You need to install iTunes on a PC, not an iOS device.
If you are trying to restore the iPad on a computer running Catalina or Big Sur, then you need to use the Finder instead of iTunes.
On Windows you can download it from here: https://www.apple.com/itunes/
and on macOs versions older than Catalina it is built in.

If your Mac is running macOS Catalina or Big Sur, then you open finder and plug in the device according to the steps in the support document I linked to previously.
Here it is again: https://support.apple.com/en-us/HT203122
If your Mac is running macOS Mojave or earlier, then it has iTunes installed, and you can use that and follow the same steps.
What macOS version is your Mac computer running? Apple Menu->About This Mac
They are suggesting you restore from a computer.
Windows users still have iTunes and older Macs, too.
Modern macs use the Finder app to restore.
If you have a modern Mac plug in the device and wait a few seconds.
Open a new Finder window and your device should show its name in the sidebar.
Click that name.
iTunes is not used anymore and has been replaced with Music and Podcast apps.
Just figured that out, not sure how I rescue this old ipad now!
Thanks I dont have a windows device, cant find how to do this in finder though
Brillant! Thank you, restoring as we speak :)
