I have moved 30K photos from my pc file to my Mac but see that the Photos file for MAC which backs everything up to the Cloud is a different library. How do I merge them?

If you are talking about 2 different photo library (and not some unknown pc app format), then by making the second (PC) library into your system library, it will merge all of the photos from that library into iCloud (and all the photos from iCloud will be added to that library also).
You will need enough extra space on your Mac to have all your iCloud photos in both libraries - or you can temporarily move your current iCloud synced library to an external volume.

ONe file is my entire photo collection called "Pictures" and the other is the "Photos" file where all iPhone stuff lands. I would like to merge them ... they all live on my mac just in two locations. I am wondering if the 40 or so files that I have my "pictures" sorted into - will remain within those files or if I will lose the current sorting. I think my "file" folders sort is the parallel to MACS Albums. But not quite. Trying to not have to keep moving iphone photos to my Picture files as a seperate step. Hoping for too much I think.
Bear in mind syncing 30K photos will take a lot of time - days or weeks.
