Network unlocking

I recently purchased an iPhone 6s Plus online and it seems to be locked to T-Mobile. The previous owner isn't wanting to be bothered with helping me unlock it from them. I contacted T-Mobile and they stated that Apple can removed the network lock for me as they are unable without the original owner.

The phone is paid off and the IMEI is clean.

Any help please

The T Mobile rep was wrong. Apple can't remove carrier lock. Only the carrier can do that
