No, iCloud is a syncing service, not an archiving service, so anything in iCloud will be replicated on your phone.


There is one partial exception: If you sync photos to iCloud you can enable photo optimization on your phone, which will save lower resolution images on the phone, but still keep the original resolution in iCloud.
