iPhone 8 Storage has stopped working

My phone's storage was nearly full, so I deleted unneeded photos and apps. However, all of the data that I deleted has been converted to 'other' (this is now at 22GB) and now I have apparently used 64GB/64GB. I can't open any apps and every time I open WhatsApp, the storage that I need to clear to use the app increases. Deleting photos no longer works and every app that I can offload has already been offloaded.

Is there any way of fixing my phone without having to back it up and factory reset it? Thank you.

If not, do you have access to a computer? If so, connect your iPhone to see if the storage there matches what's seen on your iPhone: How to check the storage on your iPhone, iPad, and iPod touch
