Unable to load photos

my older photos are coming up with a error saying unable to load a high quality version of the photo. I’ve tried restarting and changing my photo optimisation but the problem still persists. How can I get my photos back?

Do you have a computer as well? Then open the web page www.icloud.com in a browser o your computer and sign in with your iCloud Apple ID. Open the app Photos there. Can you download the the high resolution versions of your photos from this website? When you select some photo at iCloud in Photos and go to the download button in the toolbar, hover the pointer there to reveal the tiny, hidden "v" below the button. This will reveal a menu, where you can select to to download the high resolution unmodified originals. Are the originals still there in iCloud?

Are you perhaps running out of storage on your iPhone? If the iPhone cannot load the high resolution version of a photo, it is usually a problem with the network connection to Apple's servers, a lack of storage on your iPhone (no space left to store the original), or a problem with your iCloud - either you have used up all iCloud storage and iCloud is no longer working properly, or there is a problem with your Apple ID, for example the the credit card details may need updating.
