I'm trying to move a 1 TB time machine backup to a 2 TB HDD and it's now a 2TB backup and didn't finish. Not enough room. WTF?

First did you format the new 2TB External Hard Disk and did you follow the instructions in an article such as Migrate a Time Machine backup to a new drive? It's not a simple copy and paste process.
I've never been much of a Fan of WD enclosures, most experienced users use OWC Mercury Elite Pro due to their high reliability, they just work, great service from the vendor. Consider returning the WD and getting one of these drives, you don't even need to format it as OWC reformats it for your Mac.
it's a Western Digital My Passport Hdd. it's already formatted Mac OS Extended (Journaled). I'm doing what the article you referenced now. Restoring from the original Time Machine drive. We'll see how this works. Most articles say after formatting the drive, just drag and drop.
