How come QQ International is no longer carried in the US App store, but regular QQ is carried in the App store?

In previous years, QQi (or QQ International) which is an English Language of the Chinese language messaging program to communicate internationally with Chinese friends, was available in the USA on the App store, for Americans to download in the USA. However, now, only regular QQ for people that only speak Chinese is available in the USA. If you go to Safari, it shows that it is available in 80 countries for download, and directs users to the App store to download QQ International. Last year, I was able to use QQ International, and this year, I was prompted to update it. I don't understand why apple has banned English speaking people from downloading the English language version of the application, yet is allowing only Chinese language speaking people to download the regular application. I have contacted Tencent to find out if there is an alternate way to download the device to my iPhone. I certainly cannot change my region.
